  1. There are many differences between traditional auditing and Risk-based auditing. Traditional auditing is associated with conducting tests to issue an opinion on the fairness of the financial statements of the company being audited. Those tests include, tests on internal controls that the company uses to produce figures in the financial statements, tests on the balances of the accounts, and tests on the overall posting system of its accounts. Where as in Risk-based auditing the audit plan is based on the assessment of the Risks which impact the overall company’s objectives, the audit plan includes to identify and assess risk responses that management relying upon to manage those risks. Risk-based Auditing provides an in-depth understanding of the business unit operations through risk assessment which provides assurance, that important risks are being managed properly, and more efficient use of resources has been applied by concentrating on risky areas. Generally, risk-based auditing focuses on audit risks, i.e. inherent risk, control risk, and detection risk. Inherent risk is the risk involved in the nature of business or transaction. Control risk refers to the risk that a misstatement could occur but may not be detected and corrected or prevented by entity’s internal control mechanism. Detection risk is the probability that the audit procedures may fail to detect existence of a material error or fraud. Risk-based auditing takes a step further than traditional auditing and not only focuses on audit risks, but also highlights business risk. That is because business risk can affect the profitability and even survival of a firm. By concluding our discussion, we can say that, a poorly controlled environment has considerable risks that must be the focus of attention of the management. In this situation, risk-based auditing identifies the weaknesses and helps the management to take proper measures in reinforcing the internal controls.

Tax Invoices The Agreement requires tax invoices to be issued in relation to the supply of taxable goods or services, including a deemed supply, and in cases where there is either full or partial receipt of consideration prior to the supply. The GCC Ministerial Committee determines the minimum details required, and the VAT Law and Regulations specify both the content and timings for the issuing of invoices. The VAT Law requires that the taxable person must issue an original invoice and deliver it to the recipient of the goods and services, including where the taxable person has made a deemed supply, unless there is no recipient, in which case it must be kept in the taxable person’s records. A valid tax invoice must show the following: a)The words ‘tax invoice’ in a prominent place; b)The supplier's name, address and Tax Registration Number; c)Where the recipient is VAT registered, it must show the recipient's name, address and Tax Registration Number; d)A sequential, number based on one or more series which uniquely identifies the document invoice number; e)The date when this Tax invoice is being issued; f)The date of the supply i.e. tax point, if different from the invoice date; g)There must also be a description sufficient to identify the goods or services being supplied; h)The invoice must also for each description of goods or services on that invoice show the unit price, the quantity or volume supplied, the rate of tax and the amount payable expressed in AED. i)The amount of any discount offered; j)The gross amount payable, expressed in AED; k)The tax amount payable, expressed in AED together with the rate of any exchange applied and the source of the exchange rate applied where the currency is converted from any currency other than UAE dirhams; l)Where the customer is required to account for VAT, e.g. reverse charge, then a statement to that fact and a reference to the relevant provision of the law. Art. 67 of the VAT Law requires that a tax invoice must be issued within 14 days of the date of supply. If the currency stated on the invoice is not AED then the amount stated will be converted into AED, according to the exchange rate approved by the Central Bank at the date of supply. If there are or will be sufficient records available to establish the particulars of a supply, a taxable person is not required to issue a tax invoice where the supply is a wholly zero-rated supply. (Art. 59(3) of the Regulations)

  3. التوريد الأول للمبنى السكني لغايات ضريبة القيمة المضافة، يخضع التوريد الاول للمبنى السكني لنسبة الصفر. ويعني ذلك أنه يجوز استرداد كامل ضريبة القيمة المضافة المتكبدة على التكاليف ( المدخلات ) المرتبطة بالتوريد الاول للمبنى ما هو توريد العقا رات؟ لغايات ضريبة القيمة المضافة، ُيعامل توريد العقارات على أنه توريد للسلع وفق ًا للمادة ( 2 ) من قرار مجلس الوزراء رقم ( 52 ) لسنة 2017 في شأن اللائحة التنفيذية للمرسوم بقانون اتحادي رقم (8 ) لسنة 2017 في شأن ضريبة القيمة المضافة والذي سيشار إليه بـ"اللائحة التنفيذية (. وبالتالي، يتضمن توريد العقار نقل ملكية العقار أو نقل حق استخدام العقار إلى شخص آخر ) ولكن هناك مجموعة من الشروط يجب ان تتوافر لتطبيق نسبة 0 % و التى تعنى انة يمكن استرداد كل ضريبة القيمة المضافة التى تم سدادها ( المدخلات ) عن المبنى مع عدم تحصيل ضريبة قيمة مضافة على المخرجات : 1– ان يكون التوريد هو التوريد الاولى للمبنى بمعنى يتم التوريد خلال ( 3 ) ثلاث سنوات من تاريخ إنجاز المبنى " وتطبق هذه المعاملة الضريبية بغض النظر عن الشخص الذي سيتم توريد العقار اليه على سبيل المثال: (عميل مسجل، أو عميل غير مسجل، ) ولم يكن هناك اية توريد سابق على هذا التوريد 2 – يجب ان يكن هناك ادلة كافية على ان هذا هو التوريد الاول للمبنى 3 - ّان يكون تاريخ اكتمال المبنى هو تاريخ إصدار شهادة اكتمال المبنى من قبل جهة مختصة. مع ذلك، إذا تم شغل المبنى قبل هذا التاريخ، فيكون تاريخ شغل المبنى هو تاريخ اكتماله. رَبِّ اشْرَحْ لِي صَدْرِي* وَيَسِّرْ لِي أَمْرِي* وَاحْلُلْ عُقْدَةً مِّن لِّسَانِي * يَفْقَهُوا قَوْلِي
